			<content:encoded><![CDATA[<p>Despite many negative things I continue to hear from people who use Vista, personally I&#8217;ve only ran into one issue that I thought was worth noting.  When I installed Apache on my desktop as a local server, I ran into a problem.  I wasn&#8217;t &#8220;allowed&#8221; to modify the .htaceess file.  You can open and view the file, but you can&#8217;t save it.  It turns out it has to do with user control settings.  Unfortunately, when I was writing this post I went back to try and find the original site I found the solution on, but couldn&#8217;t.  <a href="http://www.sitepoint.com/forums/showthread.php?t=409782" onclick="window.open('http://www.sitepoint.com/forums/showthread.php?t=409782');return false;">This SitePoint forum thread</a> discusses another issue, but does go through the steps necessary to change the user control settings.  But, I&#8217;ll go ahead and post them here too.  Hopefully this saves someone else as much frustration (and head-banging) as it did me.</p>
<ol class="olGeneral">
<li>Go to <strong>Control Panel</strong>.</li>
<li>Select <strong>User Accounts</strong>.</li>
<li>Choose <strong>Turn User Account Control on or off</strong>.  (If prompted to continue, do so.)</li>
<li>Open your .htaccess file and make the necessary changes.</li>
<li>Remember to turn User Account Control back on when you&#8217;re finished.</li>
